The National Research Act of 1974 resulted from turmoil and scandal in research. The study that created that scandal was the Tuskegee Syphilis Study. In 1972, The New York Times discovered and reported horrific allegations of abuse in this publicly funded medical research, but in fact the studies were not even secret. The study, conducted under the auspices of the United States Public Health Service, followed over 400 black men from Macon County in Alabama to better understand the progression of syphilis by denying them treatment. The cure for syphilis, penicillin, was established not long after the start of the study. When the cure became available, the subjects were unaware that they even had syphilis, or what the experiment they were taking part in was for.
Today, I have a more refined understanding of the limitations of nursing, as well as the potential for advancement based on nursing theory and evidence-based practice. This provides new ways to determine and disseminate the knowledge about what works and what does not. I once believed that nurse managers had all the answers, but today I know that nurse leaders are still trying to determine what the right questions are.

This reflects a shortage of nurses due to an aging population, including many nurses retiring. To be a nurse in a new country means getting to know a new framework for the regulation of nursing.
